2 flooded basements in nine days

Once again, I am dealing with a flooded basement and I am mad. Chicago supposedly has a deep tunnel project that has been under construction for 30 years. Yet it can’t handle two to three inch rains, which seem to be increasing around here (like once in every nine days.) I spent an hour bailing water a week ago last Friday and it barely dented the three inches in the basement. To have water again is beyond aggrevating.
I don’t understand why the sewer system can’t handle this water. If mother nature is going to dump this water on us, the $*%& tunnel should be able to handle it – shouldn’t this scenario have been a part of spending all the money on this lovely project?! I am tired of watching the weather radar, trying to guess how much more water will be coming up, how much bailing I may have to do, and whether the immovable water heater will have its pilot light snuffed out, leaving no hot water until the water dissipates (18+ hours last flood) and I can dry out the water heater with a fan.
I try the best I can and it doesn’t matter.
